RLM Engineering, Inc. is a consulting engineering firm incorporated in the State of Indiana in 2002. We have been “excelling in service” for over 12 years. However, the years of experience that our project team possesses exceeds our competitors. The personnel have an extensive history in consulting engineering services. With long term consulting service to clients and experience with many projects, we have the expertise for cost effective solutions. Prior Staff Experiences


City of Columbus Utilities 



The staff has a long history of working with the City of Columbus Utilities. The time span is significant for the City of Columbus Utilities. For instance, it pre-dates the previous 3rd Street Lift Station Improvements in the late 1970’s thru the recently constructed Wastewater Treatment Facility. Projects are not only are related to wastewater, but are also water related.

RLM Engineering, Inc. personnel’s long term history with the City of Columbus provides a wealth of knowledge unsurpassed by other consulting firms. For instance, Richard Morin has worked on aquifer studies, pumping tests, well studies, and 1990’s Wastewater Master Planning. James M West has worked on various wastewater collection and water distribution design, and construction projects since the early 1960’s. Ken DeLap II has provided various water distribution and wastewater collection design, SCADA and control design, construction services including representative project representation for the recently constructed wastewater treatment facility. As well, Ron Ratcliff has provided survey information, project design, including electrical, HVAC, and civil design and construction services. 

Del-Co Water Company





RLM Engineering, Inc. provided design services for the preparation of detail plans for supplemental wells for the upland storage reservoirs for the Olentangy Treatment Facility. We provided construction services (contract administration and construction monitoring for a $3,000,000 (Hilliar Township) water transmission main project as well as a groundwater well field investigation project.

Richard Morin provided project engineering for the Del-Co Water Company in Delaware, Ohio since the mid 1990’s for numerous projects. Ron Ratcliff provided engineering services for several projects and Jim Massey provided construction services for the construction projects. A list of these follows:

MCO Water Company





The MCO Water Company was a “new” water company in Morrow and Marion Counties, Ohio that was developed from locally interested people with diligence and persistence. Organizing in 1997 and completed in November 2002, the MCO Water Company was financed by USDA Rural Development and tap fees. The project included the planning and design requirements for USDA Rural Development approvals. Other requirements included the environmental report preparation, archaeological study, wetland study, agency coordination, public notices, permit applications, etc. as necessary to achieve funding approval from USDA Rural Development. Richard Morin was the Project Engineer and provided the leadership at public and board meetings to assure that the proper project tasks were completed. Jim Massey provided construction administration to the completion of the project. The MCO project was an extremely successful $8,000,000 dollar project from start to finish.

City of Princeton, Indiana



Faced with the shortage of raw water supply to meet the capacity of the water treatment facility, Richard Morin was the Project Engineer for the installation of two Production Wells and 5 miles of 20-inch diameter Raw Water Main for a year 2001 project. A two-mile section of an 8 inch and 12 inch diameter water main and 1,000,000 gallon fluted column water storage tank was included as distribution system improvements in the base project. Due to good bids and minimum use of contingency funds, excess funds were available for additional projects, including a 3500sq. ft. Maintenance Building, Radio Telemetry Replacement, and Storage Tank Repainting, Design, Bidding, Contract Administration, and Inspection were provided for the project financed with revenue bonds.
